I am not an expert but i know the main thing to make a tune sound upfront is use Digital sounding synths, Pro 53, Nvation V-Station, FM-7, Albino, can't go wrong with any of them :)
Then of course there is the percussion style, and percussion sound that you use, which will also need to be upfront style.

I usually have the opposite problem. I find it hard to get the 97/98 feel.
Square shapes are used alot i think with lots of flanger style effects, most of the new sounds are kinda trancey synth sounds and alot of trance is square shapes with flangers, so...maybe that will help, that's kinda what i use.
