I wouldn't say any place was better than any other cos each country has there own unique spin on things and that's what makes them good.
In view view the sceen is only as good as the last party you attended so even if thats to 200 people in the middle of nowhere but its absolutely rocking then at that moment in time your in the best place ever.
Or some shit like that anyway ;-)

I THINK BACK IN THE DAY OF 1994-1997 HARDCORE UP IN SCOTLAND WAS MASSIVE BUT THE SCENE UP HERE NOW HAS DIED,
IT IS REAL SAD TO SEE THIS !!!
MAYBEY IN THE NEAR FUTURE IT WILL BE BACK TO THE WAY IT WAS !!!

It totally depends on what kind of hardcore you're talking about. If you want to consider "non-happy" hardcore, you can't count out Australia because they have (from what I understand) a very dedicated core of partyers who dig that gritty, dirty hardcore and some of the best labels, like Bloody Fist, Hardline, Strike...etc. Also, here in the midwest US we have Addict, Distort, Dropbass, Zod, History Of The Future, Low Res, SixSixtySix... however, we don't have nearly the scale of events that you must have in the UK for happy hardcore, and as far as I know, there NO labels from the midwest that are releasing HHC.
It also seems, from what I've read, that Canada would have to be right up there for HHC.
In any case, two things are true:
1) I definitely need to get out more
and
2) It is impossible to say who has the best hardcore scene because there are so many styles of hardcore and many ways to define what a healthy scene is. For instance: Some people might think that having hardcore available in mainstream outlets is indicative of a bad scene. Others would say that it is a good thing because it just means that that many more people are listening to it.
