What about a complete random kick on random chatters?
No....just stick a time-limit on so that with nothing said in say 45 mins, then dispose of them in the correct mannor ie move them to a pop music room  ....that should stop the lurkers.

That's just ridiculous. Who cares they aren;t doing anyting to u. Their presence in the irc channel doesn;t hinder your conversation in anway...
People who flood the chan constantly or jsut come in and harass people or talk about stuff noone wants to hear are the ones that should be booted.
